CNN —The allision between the container ship MV Dali and the Francis Scott Key Bridge in Baltimore on Tuesday has prompted numerous questions — not only about how this tragedy occurred, but also about our global shipping processes. This marked the start of a campaign by the Houthis, in support of Hamas in their attack on Israel, against global shipping transiting the Red Sea, Bab-el-Mandeb and the Gulf of Aden. Now, two years later, Baltimore is closed with remains of the Key Bridge athwart the main shipping channel. No one agency has oversight of or coordinates global shipping or ports in the US. Many Republicans plan to skip the House GOP retreat as they grumble about both the location and the idea of spending time with one another, with tensions still running high inside the party in the wake of their unprecedented speakership drama. Fewer than 100 Republicans have RSVP’d to attend the retreat, which is less than half of the entire conference, according to a GOP source familiar with the attendance sheet. GOP Rep. Nancy Mace of South Carolina, for example, is scheduled to appear on “Real Time with Bill Maher” later this week. In a remarkable split screen, firebrand GOP Rep. Matt Gaetz of Florida will be attending a rally in Texas on Thursday in support of Brandon Herrera, a far-right candidate who is challenging GOP Rep. Tony Gonzales. Among the Republicans who have decided to skip the retreat include Rep. Mark Green of Tennessee, the chairman of the House Homeland Security Committee; Reps.

Leaving their conference meeting, House Republicans said Johnson made clear the immigration deal is “absolutely dead.”“I just heard Speaker Johnson saying it’s absolutely dead, which is what I wanted to hear,” Rep. Marjorie Taylor Greene of Georgia told CNN. “I have talked to former President Trump about this issue at length and he understands that we have a responsibility to do here.”Johnson added, “The president of course, President Trump, wants to secure the country. President Trump is the one that talked about border security before anyone else did. Biden said in a statement on Friday the deal that Senate negotiators have worked toward is both tough and fair. But Greene said she had a tougher time connecting with Speaker Mike Johnson, who doesn’t have a strong relationship with the congresswoman. “I haven’t heard much from him,” Greene told CNN earlier this week. Greene said Johnson heard her out and gave her assurances that her impeachment articles would move through committee and on to the floor. Taking a page from his predecessor’s playbook, Johnson has tried to dole out commitments and face-time to some of his potential critics. GOP Rep. Conservatives also say Johnson, who was a rank-and-file member up until this point, hasn’t broken their trust yet. “Kevin was in a very difficult situation when that happened,” Johnson told CNN. But it wasn’t enough to win them over; the House Freedom Caucus took an official position against the plan. “Speaker Johnson must reassert his authority in this fight,” Freedom Caucus Chairman Scott Perry, a Pennsylvania Republican, said ahead of the vote. “I think if you’re going to oust a speaker of the House from your conference, the red line should remain the same for the next speaker,” Greene said.

House Speaker Mike Johnson, the top Republican in Congress, described the closed-door debate as "positive." House Republicans are focused on passing full-year appropriations bills for transportation, housing, urban development and financial services. The chamber has passed seven partisan Republican bills of the 12 spending measures needed. "What we need is bipartisan solutions," Representative Pete Aguilar, chair of the House Democratic conference, told reporters. Another option on the House Republican table would be to negotiate with the Democratic-led Senate on a "clean" CR that can pass both chambers quickly.

And Republican Rep. George Santos' extensive legal troubles will make it harder for the GOP to keep that Long Island-based district in the Republican column. Some already sounded resigned to serving in the minority during the past week's ups and downs in finding a new speaker, while others voiced hopes the passage of time will make the past three weeks a distant memory. This is Republicans fighting with Republicans, bullying Republicans, even threatening each other. That left House Republicans with the choice of funding the government or shutting it down over their opposition to the healthcare law, and they chose the latter. Further turmoil will only feed into the Democratic argument that House Republicans are incapable of governing.

Tom Emmer Bows Out Hours After Speaker Nomination

House Majority Whip Tom Emmer’s speaker bid crashed and burned on Tuesday just hours after his party nominated him for the gavel amid deep divisions within the conference that began to appear insurmountable three weeks into the standoff. And for other lawmakers, they simply didn’t believe Emmer could get the backing needed to secure the gavel. Emmer narrowly won the party’s nomination on the fifth round of votes behind closed doors on Tuesday in a contest that began with seven candidates, with the lowest vote-getter being dropped each round. Some of those candidates are expected to relaunch their bids for speaker in light of Emmer’s bowing out. Johnson, who was elected in 2016 and serves as the vice chairman of the House GOP conference, made a pitch as a “consensus candidate” for speaker.

Having dispatched their speaker then rejected two popular GOP figures as replacements, the House Republicans on Tuesday will be voting instead on a hodge-podge of lesser-known congressmen for speaker, a powerful position second in line to the presidency. No one is expected to emerge from first-round voting and Republicans are planning to stay behind closed doors until they can agree on a nominee. Launched over right-flank complaints about McCarthy's leadership in budget battles, it's no longer clear what the House Republicans are fighting for and if they will end up with a more acceptable speaker. Trump has intervened from the sidelines backing hard-charging Rep. Jim Jordan over Majority Leader Steve Scalise. “You’re gonna have to use persuasion.”Trump, brushing back suggestions that he take the gavel himself, suggested Monday that no one is capable of uniting the House Republicans.

US House Republicans try - again - to pick a leader

The sun sets at the U.S. Capitol as House Republican candidates hold a forum before they select the next GOP House Speaker nominee on Capitol Hill in Washington, U.S. October 23, 2023. But after three weeks of infighting, some Republicans predicted that a new speaker could be elected on the House floor quickly. 3 House Republican can point to leadership and campaign fundraising experience that normally would make him a strong candidate for the post. The infighting has left the House unable to respond to President Joe Biden's $106 billion request for aid to Israel, Ukraine and U.S. border security. Republicans control the House by a narrow 221-212 margin, which means they can afford no more than four defections on partisan votes.

WASHINGTON (AP) — Day 20 without a House speaker, and Republicans found themselves starting over on Monday — bumbling ahead with few ideas about who will lead, what they are fighting over and when they will get Congress working again. Nine lower-level Republican lawmakers are now running to be speaker, leader of the House and second in line to the presidency — none with any clear shot for the gavel. McCarthy himself calls the whole spectacle “embarrassing” for the House Republicans whose majority is being wasted away and for the U.S. government that cannot fully function. Troy Nehls, R-Texas, who has repeatedly suggested Trump should be elected House speaker. The House Republicans dropped Jordan as their nominee late Friday.

But whether or not the House Republican majority elects a new speaker anytime soon is irrelevant. Much of the recent discussion over House Republican divisions tries to frame it along the right-left ideological spectrum. Those who voted against McCarthy are more conservative, on average, than the GOP at large – and this is a very conservative House majority. Are people willing to line up behind the compromises House GOP leaders have made with Democrats to keep the government going? It’s no surprise then that we’re dealing with a House GOP leadership fight that seems more fitting of an Aaron Sorkin script than the real world.

Many expected that pick to be House Judiciary Committee Chairman Jim Jordan, whom Scalise had bested in a secret ballot on Wednesday. His departure from the race angered Republican lawmakers and raised doubts about whether Jordan could drum up the necessary votes. Some lawmakers hope to revive a proposal requiring any candidate to secure 217 Republican votes to become the nominee. 'REWARDING BAD BEHAVIOR'Representative Don Bacon, a Republican centrist, said he and other lawmakers are withholding support for Jordan for now. Given a slim 221-212 House Republican majority, the next speaker can afford to lose support from no more than four Republicans and be elected speaker over Democratic opposition.

"When we go to the floor, there'll be at least a relatively high expectation on the part of Steve Scalise and his team that he's got the votes," said Representative John Duarte, a Scalise supporter. Republican leaders initially scheduled a House meeting for Wednesday afternoon, should Scalise, now the No. 2 House Republican, quickly come up with the votes for election. Asked how long it could take to fill the speaker vacancy, Representative Richard Hudson, who chairs the House Republican campaign arm, told reporters: "No idea.". Before his nomination, Scalise and his allies worked to defeat a closed-door effort to require a candidate to win 217 Republican votes to become the nominee.

The ex-president dived into the mayhem following the ouster of House Speaker Kevin McCarthy, characteristically seeking to cast himself as kingmaker and to steal the spotlight for himself. Then Trump teased the possibility that he could even step in as speaker himself on an interim basis. But the ex-president’s biggest bombshell was still to come – shortly after midnight, he endorsed Judiciary Chairman Jim Jordan for the job. Jordan, who is running against Republican House Majority leader Steve Scalise of Louisiana for the top job, would likely augur a new period of fierce combat with the White House if he wins the speakership. He has opposed the US lifeline of arms and ammunition to Ukraine, and a Republican House majority led by Jordan would likely increase the chances of a government shutdown next month in a showdown over spending with Democrats.

A series of setbacks in the House on Tuesday pointed to the difficult reality for House Speaker Kevin McCarthy and the lower chamber, which appears deadlocked amid the latest revolt by House conservatives. Indeed, some analysts have noted that for the House conservatives, perhaps armed with the understanding that their demands have little chance of becoming reality, the ultimate goal may be McCarthy’s removal after all. Rep. Nancy Mace, R-S.C., talks with reporters after a meeting of the House Republican Conference in the U.S. Capitol to discus an impeachment inquiry of President Joe Biden on Thursday, September 14, 2023. House Republicans released a bill after a tentative agreement between the far-right Freedom Caucus and the center-right Main Street Caucus, the sources said. If the legislation passes the House, it would resolve one internal problem for Speaker Kevin McCarthy while creating a new one. The bill includes most of the Secure the Border Act of 2023, a wish list of immigration provisions for GOP hardliners, with the exception of provisions requiring the use of E-Verify for employers to check immigration status. Earlier in the day, McCarthy urged his colleagues to avert a shutdown during an appearance on Fox News.
